Safety Case Preparation

One of the major recommendations arising from the Public Inquiry into the Piper Alpha disaster was that an operator should be required to submit, to the regulatory body, a Safety Case for each of its installations in UK waters. Since then, Safety Cases have also been adopted into legislation in many other countries. Similar systems also exist in other industries, for example Safety Plans for onshore plant.

Risk assessment, including Quantified Risk Assessment (QRA), is a central component of the Safety Case, as is a demonstration of the adequacy of a company's Safety Management System (SMS), established to ensure that the design and operation of the installation and its equipment are safe. The SMS sets out safety objectives, the system by which these objectives are to be achieved, performance standards to be met and the means by which adherence to these standards is to be monitored.

RMRI have worked on many QRA studies and Safety Cases, and it is through work such as this that we have developed and implemented concepts and tools for use in wider risk-based decision-making.
